[SMM Survey] Hydrogen Energy Weekly Electrolysis Tank Industry Review (20251205-1211)

Capacity side, according to incomplete statistics, the domestic alkaline electrolyzer market remained at 43.77GW, and the PEM electrolyzer market remained at 2.7GW, with no new capacity added for now.

This week, there was no public information on the delivery of offline electrolyzers.

Electrolyzer project-related updates:

CGN New Energy Gong'an County Co., Ltd. : CGN's planned integrated green hydrogen ammonia and methanol demonstration project in Gong'an County (Phase I capacity 100,000 mt/year, overall planned annual production 200,000 mt) recently obtained record-filing. The project has a total investment of 2 billion yuan and is scheduled to commence construction in June 2026. Main project components include: producing methanol using biomass straw pellet gasification technology, producing and storing hydrogen using wind and solar power green electricity water electrolysis technology, and constructing biomass storage and pre-treatment stations.

CECEP Green Hydrogen (Shijiazhuang) New Energy Co., Ltd. : The winning bid result for the procurement of the flexible hydrogen and oxygen production intelligent control and simulation system for the CECEP Shijiazhuang Luquan District PV hydrogen production and hydrogen energy supporting industry project EPC turnkey contract was recently announced. Hangzhou HollySys Automation Co., Ltd. won the bid with an offer of 3.177 million yuan.

China Datang Corporation New Energy Co., Ltd.: The environmental impact assessment report for the Duolun 150,000 kW wind and solar power hydrogen production integrated demonstration project (hydrogen production part) was recently released. The project will construct a new water electrolysis hydrogen production station using alkaline water electrolysis technology, with a hydrogen production scale of 14,000 Nm³/h and an annual hydrogen production capacity of 70.59 million Nm³.

Inner Mongolia Huadian Huayang Hydrogen Energy Technology Co., Ltd.: Approval for changes to the construction content and investment amount of the Inner Mongolia Huadian Damaoqi wind and solar power hydrogen production integrated project was recently obtained. The main change involves the investment amount, now set at 5.7671 billion yuan, with 30% equity capital and the remainder from bank loans. The hydrogen production aspect will primarily involve constructing 83 sets of 1,000 Nm³/h, 1 set of 2,000 Nm³/h, and 1 set of 3,000 Nm³/h alkaline electrolyzer hydrogen production systems, with an annual hydrogen production capacity of 47,000 mt; it will also include configuring 25 hydrogen storage spherical tanks with a capacity of 650,000 Nm³, etc.

Duolun County Haoyang Wind Power Generation Co., Ltd.: The report for the Mingyang Duolun Industrial Park wind power hydrogen production integrated demonstration project (producing 20,000 mt/year of green hydrogen and synthetic ammonia from green hydrogen). Construction unit: Duolun County Haoyang Wind Power Generation Co., Ltd.; Construction location: Chemical New Materials Circular Industry Park, Duolun Industrial Park, Inner Mongolia. Construction content: Mainly includes 3,500 mt of green hydrogen (all used for synthetic ammonia), 20,000 mt of liquid ammonia, etc.

Sinopec Hunan Petrochemical Co., Ltd.:Significant progress has been made in the Hunan Petrochemical Biomass Gasification Flexible Platform Construction Project: a steel structure frame with a net weight of 130 mt was successfully hoisted into place. With the completion of this critical step, the main gasification framework of the project was successfully topped out, and the major lifting work was also successfully concluded. It is understood that the project utilizes the pressurized circulating fluidized bed and entrained-flow biomass gasification technology independently developed by Sinopec.

Qianjiang Qingbei Hydrogen Energy Co., Ltd.:New progress has been made in the first phase of Qingbei Hydrogen's green hydrogen demonstration project in Qianjiang—the expansion of its 10,000 Nm³/h water electrolysis hydrogen production plant has completed the filing process. It is reported that this green hydrogen demonstration project of Qianjiang Qingbei Hydrogen Energy Co., Ltd. has a total designed hydrogen production capacity of 10,000 Nm³/h. The project is located within the Jianghan Salt Chemical Industrial Park in Wangchang Town, Qianjiang City, Hubei Province. The project design is the responsibility of Hopeng Engineering, and the complete hydrogen production equipment is supplied by Sungrow Hydrogen.

China Energy Construction Bochuang Green Fuel (Shenyang) Co., Ltd.:The first phase of the Shenyang Integrated Wind and Solar Power Hydrogen Production with Biomass Green Methanol and Oil Demonstration Project—the 100,000 mt green methanol project—has now successfully obtained its filing. It is reported that the main entity for this project is China Energy Construction Bochuang Green Fuel (Shenyang) Co., Ltd. It is worth mentioning that this project was previously filed in May 2025 with China Power Engineering serving as the construction entity.

PowerChina (Zaoyang) New Energy Development Co., Ltd.:The PC general contracting information for the booster station of the PowerChina Zaoyang 200MW PV Power Generation Project in Xiangyang City, Hubei Province, was recently released. The main entity for this project is PowerChina (Zaoyang) New Energy Development Co., Ltd. The project is located in Zaoyang City, Xiangyang City, Hubei Province, and adopts an integrated development model combining PV power generation and water electrolysis hydrogen production. Specifically, it includes the 200MW Zaoyang PV Power Project and the 4,000 Nm³/h Zaoyang Water Electrolysis Hydrogen Production Project. The project will involve the construction of a supporting water electrolysis hydrogen production station with a scale of 4,000 Nm³/h. It plans to select internationally advanced 1,000 Nm³/h water electrolysis hydrogen production equipment. The proposed site is located within the Chengnan Chemical Industry Park in Zaoyang City, Xiangyang City, Hubei Province.

Jiangxi Good Scenery Hydrogen Energy Equipment Manufacturing Co., Ltd.:The 2GW hydrogen production equipment automated production line has been officially completed, and the core equipment has been successfully delivered. It is reported that the delivered equipment includes an intelligent detection line for various parts of electrolyzers, an electrolyzer assembly production line, and an integrated visual assembly platform for electrolyzers.

Gemeng Yihe New Energy Co., Ltd.:A second tender change announcement for the procurement of complete hydrogen production equipment for the Chayouqianqi Integrated Wind and Solar Power Hydrogen Production Project (Phase I) has been released. The main changes in the amendment primarily supplement the content regarding "acceptance of consortium bidding." It specifies that a consortium shall consist of no more than two entities, and the lead member of the consortium must be a manufacturer providing PEM water electrolyzer equipment. The lead member is responsible for coordinating the supply, installation guidance, commissioning, after-sales service, training, and other related tasks within the scope of this tender.

Policy Review

1. The energy industry hydrogen standard NB/T 11896-2025, "Code for Preparation of Feasibility Study Reports for Renewable Energy Power-to-Hydrogen Projects," led by China Energy Engineering Group North China Electric Power Design Institute Co., Ltd., was officially released.

2. The first energy industry hydrogen standard NB/T 11810-2025, "Code for Preparation of Planning Reports for Renewable Energy Power-to-Hydrogen Projects," compiled under the direction of the General Institute of Hydropower and Planning Design, was officially released and is scheduled to take effect on December 30, 2025.

3. The European Commission approved a 4-billion-yuan special fund for electrolyzers, providing a 30% subsidy on equipment costs for projects with a capacity of ≥500 MW/year, and set a target for electrolyzer efficiency in green hydrogen projects to reach ≥60% (LHV basis) by 2030.

4. The European Commission issued the "Clean Industrial Agreement National Aid Framework," which explicitly requires member states to prioritize support for "renewable non-biological fuels" (RFNBOs) and ensures public resources are tilted toward low-carbon technologies through detailed rules on fund allocation ratios and project timelines.

Enterprise Dynamics

China Shipbuilding Group Corporation Limited 711 Research Institute:China Chemical Engineering & Technology Co., Ltd. held business talks with the 711 Research Institute of China Shipbuilding Group Corporation Limited. A framework agreement was signed between Huayi Engineering Company, a subsidiary, and the 711 Research Institute for the cooperative development of a biomass gasification technology process package.

Sunshine Hydrogen Energy Technology Co., Ltd.: invested in Hefei Membrane Jun Technology Co., Ltd. The business scope includes: manufacturing of new-type membrane materials; R&D of new material technologies; R&D of emerging energy technologies; R&D of carbon reduction, carbon conversion, carbon capture, and carbon sequestration technologies; environmental protection consulting services, etc.

Dongfang Electric Corporation:The floating offshore wind power coupling seawater desalination-free in-situ hydrogen production integrated platform, independently developed by Dongfu Research Institute, successfully obtained the Approval in Principle (AIP) certificate issued by China Classification Society (CCS).

Mitsubishi Heavy Industries (MHI): A pilot plant in Japan uses a steam heating process to crack ammonia into 99% pure hydrogen.

MOL Group: successfully conducted production tests for hydrotreated vegetable oil (HVO) and sustainable aviation fuel (SAF) at the Slovnaft refinery in Bratislava, the capital of Slovakia.

Voestalpine Group: Launched the mobile hydrogen storage container "H2Tainer". The H2Tainer is a 40-foot container capable of transporting 420 kg of hydrogen, equivalent to the load capacity of a 1,900 kg double-decker cargo truck. Due to its modular design, the system can be used on both railways and trucks.

BASF: Has agreed to supply hydrogen-based ammonia produced at its 54 MW Ludwigshafen plant to OCI Global's Geleen nitrogen fertilizer and ammonia plant. The specific delivery volume has not been disclosed.

Patent Applications

1. Shanghai Institute of Ceramics, Chinese Academy of Sciences (China) disclosed patent CN2025110028, developing a ceramic-based anion exchange membrane with a laboratory test lifespan reaching 80,000 hours.

2. Johnson Matthey (UK) filed patent WO2025109876, disclosing an Fe-Ni-Mo ternary non-precious metal catalyst formulation with activity close to that of platinum-based materials.

Technology Footprint/Technical Specifications

1. The newly developed non-precious metal electrodes by Ansizhuo New Energy exhibited outstanding electrochemical performance, achieving a hydrogen evolution overpotential of 180 mV and an oxygen evolution overpotential of 245 mV at 100 mA·cm−2, while maintaining over 70% energy conversion efficiency and 99.9% hydrogen purity.

2. The research group of Researcher Shi Le from the College of Environmental and Resource Sciences at Zhejiang University, in collaboration with the research group of Professor Weng Xiaole and the research group of Professor Bruce E. Logan from Pennsylvania State University in the US, made a breakthrough in the field of distributed hydrogen production via electrolysis using non-traditional water sources. The main content involves utilizing water vapor electrolysis to directly produce green hydrogen from non-traditional water sources.

3. The relevant research team from the School of Electrical Engineering and the National Key Laboratory of Electrical Insulation and Electrical Materials at Xi'an Jiaotong University successfully developed a Ru/Ti3C2Ox@NF bifunctional electrocatalyst for seawater electrolysis.

4. The group standard "Technical Specification for Green Hydrogen Production via Electrolysis Coupled with Wind-Solar-Storage Green Electricity" (Number T/CIEP 0272—2025) was released and implemented by the China Industrial Environmental Protection Promotion Association. Zhongneng Dayou Energy Technology Co., Ltd. successfully developed a 100 kW-level PEM electrolyzer hydrogen production multi-field coupling test equipment.

5. GKN Powder Metallurgy announced the development of a new generation of high-performance, high-porosity, high-purity porous transport layer (HP-PTL) for proton exchange membrane (PEM) electrolysis.
